The four year gap between the Xucphara Corporation and the attempted terrorist attack on Grand Inquisitor Tear is not really a gap. De'Ville was linked to several incidents, including the public transport bombings on Chandrila in 2 b.e., but there was nothing entirely concrete to pin her precisely to them. She was not inactive during that time, that much is sure. The sudden rash of assassinations and attempts after Endor indicates an inside source of some kind or simply an uptick in her determination, poss. triggered by loss of Palpatine/Vader.
Often uses public transport, usually through neutral hubs. Has not been to Imperial Center since escaping the Inquisition months ago. De'Ville has a drop box on Ryloth, used for acquiring supplies through disreputable sources under the y'Vide name. [Been sitting on drop site since discovering it - no recent activity]
Recent activity suggests she is arming a large group of beings, poss. Mandalorians [per rescue from Inq.], though no known group of Mando'ade have been connected to terrorist activities or Rebel factions, or the Rebel Alliance.
Jaarhu the Hutt was most forthcoming with financial information from De'Ville's recent illicit transaction for shipment of blaster rifles. Tracing similar false accounts turned up several other interesting purchases, including shipments of metal ore and body armor.
Conclusion:
L. De'Ville will be on Cloud City, Bespin, to pick up most recent 'purchase' of crates of military rations. [Or she won't because she isn't the purchaser. However, odds are high that she will show.]
