I'm aware that The Sith Order reside there, but my question is: do they occupy and rule the entire planet, or do they just have their HQ somewhere and rule under the shadows?

None of this is in the wiki.

I'm not entirely sure, but I think with the creation of this new Sith group, TSO has pretty much phased out and doesn't occupy Corellia anymore.

TSO does not rule Corellia. Corellia has the same government as Star Wars canon says it should, which I can't remember if its CSA or Empire... :uhoh

With the declaration of the New Order (http://starwars.wikia.com/wiki/New_Order), Diktat Dupas Thomree (http://starwars.wikia.com/wiki/Dupas_Thomree) made a deal with Palpatine (http://starwars.wikia.com/wiki/Palpatine): Thomree could govern Corellian Sector as he wished (mostly free of Imperial mandates) as long as he paid taxes, war material, and homage to the Emperor.

Oh yeah, are we allowed to interact with any official characters at all? Say, if a seedy figure made some kinda of deal with the Thomree?

The Sith Order had facilities set up on Corellia, but these did not extend past private docking bays and private quarters to be used in the case that the temple on Korriban was compromised. Most of the sith are currently on Corellia in aforementioned facilities, but in no way do they control or even influence Corellia or it's government.

TSO doesn't RP any more which sort of makes whatever they had moot at this point?

Having a shady deal and settling on the planet would work I think? Maybe not taking over the government, but living there, sure.

The Empire rules Corellia. The day to day governing of the planet is left to the locals while everything that is of a shattering nature is run through a Moff. The Empire is responsible for defense as well as regulating the impressive Corellian shipyard complexes which churns out warships for the Imperial war machine.

To any visitor, there is no doubt the system pays homage to the Emperor, but the minutae of control resides with the Diktat. The Diktat, however, answers to the Moff.
