Well there are exceptions. I think Pyro is permantely dead. Can't think of anyone else though off hand. Still, a character as big as Captain America will be back.

Cap isn't dead YET! :D They're saving his life on The Raft. He may still die, but for now, he's not dead yet, just like that old guy from Monty Python's Holy Grail.
