Imperial Army Academy tactical doctrine stresses volume of fire is more desirable than individual accuracy. This has been a key element of the Imperial battle strategy since our glorious inception.

Some insurgents and rebels may maintain a higher individual fighting prowess, but cannot provide the numerical strength for such force multipliers to carry the day.

Some may be uncomfortable with such casual acceptance of individual shortcomings, but I have been trained from birth to be one of many. I may be killed and replaced, but the Empire will not.

The native guerrillas on Endor combined asymmetrical tactics with terrorism to advance their brutish agenda. The use of booby traps and IEDs has been documented. This, combined with a determined enemy with intimate knowledge of complex terrain complicated our roadmap to victory.

The Empire did not lose the battle of the Sanctuary Moon. We were simply not given the means to win the engagement outright. Aerial delivery defoliant agents were advised, but protests from environmental activists delayed such weapons until they could not be brought to bear on the battlefield.
