Converted from a small cavern, with anciet carvings etched into the Korriban rock, the Sith Library is a room filled with much information on the Sith, Jedi, and various other things from the galaxy. It was pieced together from the "donations" of various existing libraries and information.
At the center of the Library is a Sith holocron, discovered within a deep tomb in the Citadel. It sits atop a pedastal, floating just a few inches above it, acting as a beacon of information and learning of the ways of the Dark Side and the Sith.
